On the 1870 census, Brooks was living in Monroe County with wife Louisa and three children.

“Sixty needle guns – rifles – were issued in 1873 to a colored militia company of Monroe County, commanded by one Arthur Brooks. After the law was passed, I think in the session of 1874-’75, abolishing that organization, those guns were left there in an old calaboose near the court-house. I had been appointed colonel of militia.”
