THE JURY BILL.<\/p>\n

An Explanation of it.<\/p>\n

To the Editor of the Comet:<\/p>\n

I regret to see a journal, so correct and level headed as THE COMET, take ground against the Jury Bill.<\/p>\n

I have yet seen no arguments advanced against the principles involved in the measure. The chief objection urged seems to be upon the point of party policy. Just legislation should be unable to distinguish between principle and policy. To paraphrase an old proverb, good principle is the best policy. The Democratic party within the last ten years has well nigh wrecked itself by following this phantom of policy, during which its line of march has been marked by the ruins of splendid opportunities, and the monumental follies of a decade of blunders.<\/p>\n

This measure will be a good law, and therefore good party policy.<\/p>\n

Furthermore, it is not a party measure. Although brought forward by a Democrat, several Republicans advocated and voted for it. Among these, Mr. Selby<\/a>, colored Republican from Marshall, made a very fine and telling speech in its favor. He is a man of excellent education and culture, combined with very fine intelligence, and who understands the measure in all its bearings as well as any man in the House. I believe also, that Mr. Fields<\/a> of Panola, another colored Republican, and a man of sharp observation, common sense and keen wit, also supported it, though I cannot state positively as to him.<\/p>\n
