MR. SPEAKER: The Committee on Credentials, to whom was referred the certificates of election of Thomas J. Catchings, of Rankin county; E. M. Alexander, of Tippah county; A. R. Howe, of Panola county; German Walker, of Simpson county; J. Allen Ross, of Washington county; John C. Lucas, of Attala county, and Richard F. Harrison, of Harrison county, have examined the same, and beg leave to submit the following report, to-wit:
They are fully satisfied that the aforesaid parties were duly and legally returned from said counties, for the vacancies declared to exist, by the proclamation of the Governor, dated the 21st day of September, 1870, in accordance with the provisions of an Act entitled an Act to provide for holding special elections to fill vacancies in the Legislature, approved May 23d, 1870.
Your committee, therefore, recommend that the parties holding said certificates, be admitted as members of the House, as the duly credited representatives from said counties, for the unexpired term to which they were chosen, upon taking and subscribing the oath of office prescribed by the Constitution of this State. All of which is respectfully submitted,
